Build-to-suit development. The high cost
of capital in Russia, and the narrow range of choice of modern premises
of various times, can mean that a build-to-suit project can make
sense even for companies which ordinarily lease premises in other
markets. Drawing on its multidisciplinary staff and experience,
GVA Sawyer can manage a build-to-suit project from the initial analysis
phase, through site selection, design, permitting, and construction,
to occupancy.

Much of Russia’s planning and permitting process
is inherited from Soviet times, when the entire economy was under
rigid centralized control. Much of the planning and permitting process
is actually much more highly organized than it is in the West and
much more technically oriented.
All Russian construction projects must be supervised
by a licensed organization, officially registered as the “zakachik”
or “customer”. This organization is required to perform various
types of inspections of the work in progress, including making out
acts of concealed works, testing concrete, certifying that the work
performed complies with local codes, and accepting the work after
completion. These functions carry with them a significant legal
responsibility.
The function of “zakazchik” can be conveniently
combined with the function of construction management as this is
understood in the West. GVA Sawyer’s uniquely bicultural approach
makes it possible to achieve certain efficiencies in combining these
functions, ensuring that projects are completed to high Western
standards of quality, on budget and on schedule, and in full compliance
with all local codes and regulations.
